Much has been written about which memorial to those who lost their lives on September 11 should be built. Contests have been run, designs have been submitted and a winner has been chosen.

The design which has been chosen to rebuild the twin towers seems to be as much a statement of proud defiance, as a memorial to those who lost their lives.

New York is considered by many within Western Society to be the pinacle in all respects. The leading city in the world. The standard by which all other cities are measured.

That there are many, for a variety of reasons who exist within greater New York, in what can only be described as sub-standard conditions, should be unacceptable to the pinnacle of Western Civilisation.

Many issues have been forgotten in the wake of September 11, and the issue of sub-standard living conditions or housing was a major issue during the NYC 2001 election campaign.

Many other issues ranging from health considerations, to attempts to escape from reality through drug abuse can be traced back to sub-standard living conditions in a city of extremes.

The funds which have been earmarked to build a memorial on the World Trade Center site, should perhaps be re-directed towards establishing, and maintaining a minimum standard of living for all citizens of greater New York.

What more fitting legacy could there be to those who lost their lives on September 11, than for no resident of New York to live in Sub-standard conditions.

From the perspective of Ground Zero, a system of gardens and monuments would enable a place where people could go to reflect, remember and perhaps communicate with loved ones who lost their lives on September 11.

Functional offices will allow a statement of proud defiance, and allow business to be continued on the site.

The existing memorial lights symbolysing the Twin Towers should remain as beacons, lighting the pathway to heaven from the ruins of hell.

Creating The World's Highest Building from the rubble at Ground Zero, may well make a proud and definant statement to the world.

However, creating The World's Highest Minimum Standard of Living from the rubble of Ground Zero, would establish, without doubt, that New York is the greatest city in the world.
